6. I spoke to Miss Stoddart and told her the gist of the above. We agreed that it would not be appropriate for the FCO to inform Mr Bebchick that he seems to have got the wrong idea about the line the Hong Kong Government are proposing to take. In the meantime, I am arranging for a copy of Mr Bebchick's letter to Mr Murray to be passed to the Hong Kong Government delegation.

Since I dictated the above, you and Mr Williamson have spoken to Mr Griffiths who told you that he was, after all, intending to press in the first instance for CPA to be given exclusive rights for the second service. The compromise ATLA formula will be their full-back position. It appears the CPA may now be prepared to offer a daily service from the start.
