3. Permits for journeys other than scheduled journeys
3.1
Part III of the Regulations covers permits for journeys other than scheduled journeys, and would apply to the operation of whole-plane charters on the London-Hong Kong route. The Director of Civil Aviation is empowered to grant such permits.

The HK ATLA is an independent statutory body constituted under regulation (4) of the Air Transport (Licensing of Air Services) Regulations, with members appointed by the Governor. It is empowered to issue licences for scheduled services and to attach such conditions to any licence as it may think fit, having regard to the nature and circumstances of the application.
4.2
Responsible bodies or persons who may reasonably be considered by the Governor to have an interest, private or public, in the matter of the grant or refusal of a
