1. I attach a letter and enclosure (a letter to the Secretary of State for Trade) which I have just received from Adrian Swire; together with a copy of my reply.
2. Subject to Miss Brown's views, I see no need for any further action in the FCO, but it would be as well to establish with the DOT how they are advising Mr Nott to reply; I think Ministers in the FCO would like to see a copy of this reply in due course.
