1. CONFIRM THAT THE LINE IN MY TELEGRAM NUMBER 1937 HAS MY

SUPPORT.

2. IF WE PROCEEDED WITH OPTION A, WE WOULD ACHIEVE FOR HONG KONG: (A) THE LIKELIHOOD OF NO MORE THAN A TWICE A WEEK SERVICE TO SHANGHAI BY A HONG KONG BASED BRITISH CARRIER, SINCE WE HAVE FAILED TO SECURE FROM THE CHINESE EVEN AN UNDERSTANDING OF A MINIMUM OF TWO SERVICES A WEEK (PARAGRAPH 5 OF PEKING TELMO 587). SUCH A SERVICE WOULD BE UNATTRACTIVE IF OPERATED BY CPA AND CLEARLY UNVIABLE IF OPERATED BY ANYONE ELSE:

B) THE POSSIBILITY IN FOUR YEARS' TIME AT THE EARLIEST OF A HONG KONG BASED BRITISH CARRIER OPERATING BETWEEN HONG KONG AND PEKING, WITHOUT ANY UNDERSTANDING ON THE RATION OF CAPACITY BETWEEN CAAC AND THE HONG KONG AIRLINE (PARAGRAPH 4 OF PEKING TELNO 587):

(C) CAAC SERVICES LINKING SIX POINTS IN CHINA WITH HONG KONG, INCLUDING PEKING, SHANGHAI AND CANTON:

(D) THE ABILITY OF BA TO CARRY OWN STOP-OVER TRAFFIC ON THE DESIGNATED SERVICES THROUGH HONG KONG FROM LONDON AND FROM INTERMEDIATE POINTS TO PEKING V.V.

3. AS AGAINST THAT, A HONG KONG BASED BRITH CARRIER WOULD SPECIFICALLY NOT HAVE THE ABILITY TO FLY SCHEDULED SERVICES TO POINTS IN CHINA OTHER THAN THOSE SPECIFIED ABOVE,
