9 told N North over that I had no comment on the attached draft telegram, which seemed the only possible reply in the Circumstances. But I was puggled to know why CPA had Anished in so quickly to make an application in their own name, when a decision was still, outstanding on CPA' application for the hondon route. If they get the latter, they will be disqualified from the Chinese regional routes (ent will presmally then apply through a thinly disguised mibsidiary-something which it might be difficult for them to do having applied originally in their own name). Nothove said he assumed they were simply heeping all the options open. He would see if he could find out more about their thinking. But we agreed that this was essentially a matter for their judgement and needn't cause us to delay the telegram to Horyllong
