AS YOU WILL HAVE SEEN FROM THE TELEGRAM UNDER REFERENCE, THE CHINESE HAVE MOVED A LONG WAY FROM THEIR POSITION OF LAST WEEK.
AND THOUGH THEY STILL SHOW A CERTAIN TENDENCY TO BACKSLIDE WE
HAVE THE MAKINGS OF AN AGREEMENT.
2. THE BROAD ELEMENTS OF THIS WOULD BE AS FOLLOWS:
(A) BRITISH AIRWAYS WOULD BEGIN OPERATIONS IN APRIL 1980 WITH TWO FLIGHTS BY 747'S A WEEK AND WOULD ENJOY ""
SOME FORM OF RIGHTS' 'FOR PASSENGERS BETWEEN HONG KONG AND PEKING.
(B) CAAC WOULD OPERATE TWO DIRECT SERVICES A WEEK BETWEEN PEKING AND LONDON WITH 797'S, NOT TOUCHING HONG KONG.
CAAC WOULD ALSO OPERATE UP TO FOUR 737'S A WEEK BETWEEN PEKING
AND HONG KONG.
(D) A HONG KONG BASED BRITISH CARRIER WOULD BE ABLE TO OPERATE BETWEEN HONG KONG AND TWO POINTS N CHINA IE SHANGHAI PLUS ONE (SEMI COLON) AND AT THE END OF THE TRANSITIONAL PERIOD (IE WHEN BA NO LONGER FLIES VIA HONG KONG) WOULD ALSO BE ABLE TO FLY HONG
KONG TO PEKING.

(E) IN RETURN CAAC WOULD BE ABLE TO OPERATE INTO HONG KONG FROM. SEVEN POINTS IN CHINA JE PEKING, SHANGHAI, CANTON PLUS FOUR OTHERS.
