1. AS A RESULT OF OVERNIGHT CONSIDERATION, THE TEAM CONCLUDED
THAT IT WOULD BE PREFERABLE TO GO FOR EQUALITY IN THE NUMBER OF
POINTS TO BE SERVED BY BOTH SIDES ON THE REGIONAL ROUTES, AND
TO ACCEPT AN INEQUALITY OF CAPACITY OR FREQUENCY, THAN TO PRESS THE CHINESE FOR EQUAL CAPACITY IF THIS WOULD ENTAIL A DISPARITY IN THE NUMBER OF POINTS AVAILABLE (PARA 5 OF TUR). AT TODAY'S MEETING, ROGERS THEREFORR TRIED THIS ALTERNATIVE OUT CN LU. THE LATTER SAID HE THOUGHT IT WAS NOT VERY UNLIKELY
UIQUOTE THAT HIS GOVERNMENT WOULD BE PREPARED TO GIVE US AN EQUAL NUMBER OF POINTS ON THE REGIONAL ROUTES (SEM! COLON) BUT HE
UNDERTOOK TO CHECK THIS OUT.

IN FURTHER DISCUSSION ABOUT THE PROBLEMS OF THE REGIONAL ROUTES LU CONCEDED THAT THE REVIEW WHICH IT HAD PREVIOUSLY BEEN CONTEMPLATED SHOULD TAKE PLACE WHEN BA WITHDREW FROM THE ROUTE VIA HONG KONG SHOULD NOW BE HELD AS SOON AS BETTER INFORMATION, WAS AVAILABLE ABOUT ACTUAL TRAFFIC FLOWS. IT WAS TENTATIVELY AGREED THAT THIS MIGHT BE ABOUT ONE YEAR AFTER THE SERVICES ON THE VARIOUS
ROUTES STARTED.

ROGERS ALSO PRESSED LU ON THE DIFFICULTY THAT WOULD BE CAUSED
IF, DUE TO RESTRICTIONS ON THE TYPE OF TRAFFIC THAT BA COULD CARRY,
PASSENGERS FOUND THEMSELVES UNABLE TO TRAVEL ON BA'S SERVICES
BETWEEN KONG AND PEKING ALTHOUGH THERE WERE. PLENTY OF SEATS AVAILABLE ON THOSE SERVICES. HE PROPOSED THAT THERE SHOULD BE NO RESTRICTION ON THE TYPE OF TRAFFIC TO BE CARRIED BY BA BUT
