PREVIOUS UNDERSTANDING THAT THERE SHOULD BE A REVIEW A YEAR OR SO AFTER OPERATIONS STARTED ON THE TRUNK ROUTE (SEMI COLON) BUT
HE WAS CLEARLY PISMAYED AT OUR PRESSURE FOR AN EQUAL BALANCE IN
THE NUMBER OF POINTS ON THE REGIONAL ROUTES AND FOR THE GRANT OF FULL TRAFFIC RIGHTS TO BRITISH AIRWAYS BETWEEN HONG KONG ANDSPEKING.
2. MOST OF THE DISCUSSION CENTRED ROUND THE LATTER. LU WAS NOT
ABLE TO GIVE ANY CONVINCING REASON WHY THE CHINESE SHOULD NOT GIVE
US FULL TRAFFIC RIGHTS ON THIS SECTOR BUT IT APPEARED THAT
(A) LU IS CONCERNED ABOUT THE FACT THAT THIS WILL SERVE AS A
PRECEDENT FOR THE RIGHTS TO BE GIVEN TO A HONG KONG BASED OPERATOR WHEN BA WITHDRAW (SEM: COLON) AND
(B) SINCE CAAC ALREADY CARRY THE TRAFFIC BETWEEN CANTON AND
PEKING HE SEES NO REASON WHY THEY SHOULD LOSE BY ALLOWING
A BRITISH OPERATOR TO CARRY IT BETWEEN HONG KONG AND PEKING
DIRECT.

ROGERS TENTATIVELY FLOATED SOME IDEAS FOR A COMMERCIAL
ARRANGEMENT WHICH WOULD GO SOME WAY AT LEAST TOWARDS MEETING THE CHINESE POINT OF VIEW ON (B) ABOVE.
