1. SUBJECT TO A FEW CRUCIAL POINTS ON WHICH LU HAS PROSED A FINAL ANSWER TOMORROW (7JUNE) THE AVAILABLE ALTERNAT!YES ARE MAM CLEAR.
2. AT TODAY'S MEETING (6JUNE) LU REJECTED ANY ARRANGEMENT FOR THE HONG KONG PEKING ROUTE WHICH WOULD EITHER IMPOSE LIMITATIONS ON CAAC'S CARRIAGE OR PROVIDE AN AUTOMATIC MECHANISM WHEREBY ONCE THE TRAFFIC REACHED A CERTAIN LEVEL OR CAAC'S SERVICES REACHED A CERTAIN FREQUENCY THE LIMITATIONS ON BA'S RIGHTS WOULD BE REMOVED. THE FURTHEST HE WAS PREPARED TO GO WAS A FORMULA TO THE EFFECT THAT AT ANY TIME AT OUR REQUEST THE TWO SIDES WOULD REVIEW THE SITUATION ON THE HONG KONG-PEKING ROUTE AND CONSIDER WHETHER T N TIME WAS RIPE FOR REMOVING THE LIMITATIONS ON BA'S CARRIAGE OF TRAFFIC-ON THAT SECTOR. HE WAS VERY RELUCTANT EVEN TO GO AS FAR AS THIS.
3. AS REGARDS THE TYPE OF TRAFFIC WHICH BA WOULD BE PERMITTED TO CARRY IN THE FIRST INSTANCE, LU CLAIMED THAT HE HAD NEVER INTENDED TO OFFER MORE THAN QUOTE TRUNK ROUTE STOPOVER RIGHTS UNQUOTE BY WHICH HE MEANT VIRTURALLY THE SAME RIGHTS AS WE HAD OBTAINED UNDER THE 1973 AGREEEMENT. ROGERS SAID THAT THIS HAD NOT BEEN OUR UNDER- STANDING AND WAS INCONSISTENT WITH SHEN TU'S CONTENTION THAT WHAT VE WERE BEING OFFERED FELL ONLY A LITTLE WAY SHORT OF FULL RIGHTS. LU ADVANCED THE INTERESTING EXPLANATION THAT THE REASON WHY THIS FELL ONLY 4 LITTLE WAY SHORT OF FULL RIGHTS
WAS THAT IN PRACTICE THE CHINESE WOULD NOT BE ABLE TO CHECK BA'S TRAFFIC. ROGERS REPLIED THAT IN THAT CASE THEY MIGHT AS WELL
GIVE US FULL INTERNATIONAL STOPOVER RIGHTS (WHICH WE HAD ORIGININALLY ASSUMED WERE ON OFFER). THIS IS ONE OF THE POINTS ON WHICH LU HAS UNDERTAKEN TO GIVE US À FINAL ANSWER TOMORROW.
