1. AT THE TETE A TETE ON 20 JULY LU FINALLY ACCEPTED THE ROUTE SCHEDULE AND A REVISED TEXT ON CHARTERS INCORPORATING A REFERENCE TO RECIPROCITY IN THE GRANTING OF CHARTER PERMITS

AS REGARDS THE HEATHROW/GATWICK PROBLEM, LU IS STILL HANKERING AFTER A STRAIGHTFORWARD UNDERTAKING THAT CAAC CAN. OPERATE TO THE LONDON AIRPORT OF THEIR CHOICE. HE CONCEDED, HOWEVER,
THAT A FORMULA ON THE LINES INDICATED OF PARA 6 OF TUR WOULD BE MARGINALLY ACCEPTABLE PROVIDED THE DATE OF AVAILABILITY OF PEKING AIRPORT WERE ALSO LEFT FOR JOINT DECISION. SINCE THIS WOULD RENDER THE STARTING DATE OF 1 APRIL 1980 MORE PROBLEMATICAL, ROGERS SUGGESTED AN ALTERNATIVE UNDER WHICH THE TWO SIDES WOULD AGREE TO DECIDE ON THE CHOICE OF LONDON AIRPORT BY A GIVEN DATE 30 NOVEMBER 1979 WAS SUGGESTED. LU SEEMED REASONABLY RECEPTIVE TO THIS ALTERNATIVE. WE HOPE YOU WILL THEREFORE AGREE THAT WE CAN USE WHATEVER FORMULA CAN BE NEGOTIATED FOR PUTTING THE AIRPORT PROBLEM ON ONE SIDE RATHER THAN THE PRECISE FORMULA INDICATED IN PARA 6 OF TUR.
