After prolonged negotiations, the Chinese Government have now proposed a formula to resolve the political problem attached to the signature of an Air Services Agreement, which appears to provide the basis for agreement. The draft public statement which they require us to make in the House
I also attach
for ease of reference, the most recent, previous formulae proposed by each side.
2. I should be grateful for any comments you may have on the attached drafts, including whether it is more appropriate to refer to the "United Kingdom" or to the "United Kingdom of Great Britain and Northern Ireland" (or whether it matters).
