I spoke to ir Thorland, but unfortunately not until after the meeting he had with to Royers and to Cradock. I explained that the Rogers had frauched at asking for overflying rights for

CPA in the ASA negotiations, both because he did not want to bring in substantive amendments at this late stage and because he was afaid that to do so would draw uns wantal attention to CPA's Taiwan links. I said these seamed to the vated by enough arguments; but I did not want to give Hong Kong an unhelpful reply. I ushed therefore whether there was not a general Britial poterest in being able to overfly China enroute to Tokyo from Hong Kong, as well as a specific CPA interest. I also asked whether we could not at least give Hong Kong an aisvance that, if there was a Taiwanese reaction that prevented CPA's overflying Taiwan, we would at that stage certainly go to the Chimese and seek overflying rights for CPA. No morland promised to speak to DOT (IN Bryant) and let us know whether there was anything comforting we could tell Hong Kong.

2. We also discussed the problem of regional flights. N Morland said he thought the Rogers was making too much of a meal out of this. He asked what the Hong Kong interest was. I said that their main concern was to facilitate such flights - they were not likely to be too fussed about how the negotiations were actually carried out They would however like CPA to beable to share the flights if possible. Is tharland also mentioned the possible CPA (orsione) - BA link-up, and said he envisaged a package in which CPA and BA agreed to allow CPA the lion's shave of regional, flights in reton for CPA's not pressing for a houdon sevice,
