itaing studied the papes in more detail, I have told N Morland that I do not think that the DOT's argument's for heeping CPA off the delegation stand up. They cannot argue that the Chinese would object to Cathay's presence since de Deput's Chaiman has just been invited to China. The Taiwan argument is a bit better; but if CPA themselves are not worried about the possible Taiwanese reaction, then it is scarcely for us to be worried on the's behalf. The only legitimate reason for excluding CPA would be if the delegation did not intend to discuss the question of regional flights; but since the DOT themselos want to insist on this, CPA clearly have a legitimate interest- being present.
2. No there and therefore said that he would tell the DOT that the reasons for saying no to CPA in the DOT's draft telegram are not good enough. Unless they can come in with more con- vincing arguments, we could not agree to the turong down of CPA's request. Jashed is Morland what were the real reasons
