Thank you for sending me a copy of the DOT's draft telegram, in reply to Hong Kong telno 490. I have taken the liberty of doing a redraft, which I attach.

We should not take a final view on the likely Chinese reaction to CPA's inclusion in the DOT delegation, and therefore on CPA's application to join, without inviting Peking to comment. (It was a pity they did not come in on their own initiative on Hong Kong telno 490.) This is certainly not a judgement for the DOT to make. Still less is it for the DOT to judge the best commercial interests of CPA. If CPA decide (as they have done) that they wish. to take whatever risk may be incurred to their Taiwan service by joining the delegation to Peking, this is their decision and must be respected.
