CHINA: AIR SERVICES AGREEMENT

1. When Mr Cradock was back for consultations last week, I was able to have a word with him about the Air Services Agreement in the light of his talk with Mr Rogers (DOT) earlier in the week. I have also seen Mr Morland's record of that talk (copy attached). I am afraid that I am still not altogether happy about the situation.

2. I hope that Mr Rogers' negotiating brief will be fully cleared in due course with Departments here but Mr Rogers, as we know to our cost, frequently tries to do without a written brief and prefers to negotiate by the seat of his pants. We shall, of course, insist

that the Embassy be associated with the talks in Peking. Embassy are not experts on the subject and have not been involved in

But the the discussions at this end. They also have a lot on at the moment, particularly the Duke of Kent's visit to open the British Energy Exhibition which is to be attended by some 600 British businessmen.

I think therefore that it would be very helpful to arrange a meeting in the FCO, which I will be happy to chair, and which would be attended by Mr Rogers and his team, yourself, FED, HKGD and MAED. I also very much hope that it will be possible for Mr Morland to be part of the delegation which goes to Peking. The ASA negotiations

in China will be particularly important in the context of our overall relations with China and the opportunities for British businessmen; they will also be tricky for reasons both of politics and of negotiating styles. The suggestion that Mr Morland should be part of the delegation has the whole-hearted support of Mr Cradock.
