1. ACTING DCA HAS JUST RETURNED FROM HIS BRIEF VISIT TO

GUANGZHOU MADE AT THE INVITATION OF CAAC. DURING THE COURSE OF THE VISIT THE DIRECTOR OF CAAC GUANGZHOU, MAN LAI, STATED THAT QUOTE CLOSURE OF THE AIR ROUTE NEAR HAINAN WAS FOR AIR SAFETY

REASONS UNQUOTE. MAN WENT ON TO SAY THAT THE ROUTE WAS NOT (REPEAT NOT) SET UP WITH THE AGREEMENT OF CHINA AND IT HAD BEEN

SET UP OVER AREAS WHICH WERE LONG STANDING TRAINING AREAS. THESE

HAD NOW BEEN DECLARED DANGER AREAS IN ORDER TO IMPROVE SAFETY

OF FLIGHT FOR INTERNATIONAL AIRCRAFT AS QUOTE MANY DANGEROUS

→ THINGS HAVE HAPPENED ALREADY IN THESE AREAS BECAUSE OF THE

INTERNATIONAL AIR ROUTE UNQUOTE.

2. THERE WAS NO MENTION OF RE-ALIGNMENT AND ACTING DCA AVOIDED SPECIFIC COMMENT ON THE MATTER IN ACCORDANCE WITH THE ICAO ACTION

IN HAND.

3. AMBER ONE WAS ALSO REFERRED TO YESTERDAY BY TAN OF THE NCNA TO ASSISTANT POLITICAL ADVISER, WHO HAD EARLIER ASKED INFORMALLY
