DESPITE COMPLICATIONS REPORTED IN EARLIER TELEGRAMS INDONESIA'S CONDUCT OF THESE NEGOTIATIONS WAS EFFECTIVELY MANAGED BY RISAKOTTA: AND A CMU TEXT WAS AGREED LATE ON 30 OCTOBER FOR SIGNATURE BY MYSELF AND RISAKOTTA ON 2 NOVEMBER.
