I HAVE DELAYED COMMENTING PENDING OUTCOME OF CPA/JAL POOL TALKS IN TOKYO ON NOVEMBER 20/21. CPA WILL BE REPORTING IN DETAIL TO DCA HONG KONG AND I ASSUME HONG KONG GOVERNMENT WILL THEREAFTER COMMENT TO YOU.

2. CPA/JAL TALKS WERE NOT CONCLUSIVE ON THE SEOUL/TOKYO ISSUE WHICH WILL BE DISCUSSED AGAIN AT FURTHER AIRLINE MEETING ABOUT 31 JANUARY. HOWEVER IT IS CLEAR THAT JAPANESE POSITION IS PRETTY RIGID AND I BELIEVE CPA (WHILE ANXIOUS SOMEHOW TO MAINTAIN DAILY SERVICE ON SECTOR) WOULD NOT WISH TO ESCALATE ISSUE TO MAJOR PROPORTIONS. THERE HAS BEEN A SHARP DROP IN TRAFFIC BETWEEN SEOUL AND TOKYO SINCE PARK'S DEATH AND IN LAST RESORT (ESPECIALLY SINCE CPA CAN NOW UTILIS B747 AIRCRAFT TO INDONESIA) IT MIGHT PROVE SENSIBLE FOR CPA TO REVERT TO DAILY TRISTARS ON SEOUL/TOKYO.

3 THE JCAB MENTION OF POSSIBLE CPA OPERATION OF 2 B747'S AND 5

TRISTARS (PARA 4 OF TOKYO ALLOT 5 TO LONDON REFERS) WOULD EQUATE WITH 11.5 B707'S AND TERASHIMA TODAY TOLD ME THAT HE HAD NOT NTENDED TO OFFER ANYTHING MORE THAN 11 B707 CAPACITY (IE 1 B747 AND 6 TRISTARS). 1 YEAR'S EXTENSION BUT STILL HOPE FOR SOME SHORT TERM AMELIORATION ON SEOUL/TOKYO ISSUE FROM JANUARY CPA/JAL TALKS.
