Mr Luce has seen Mr Powell's submission of 27 December. He is concerned that the submission does not set out any overwhelming political argument in favour of making this concession to the South Africans. South Africa has not even agreed to pull its forces out of Rhodesia. Unless we have already given some commitment to the South Africans at
a high level Mr Luce would like to know just why we think there are adequate political reasons to set against the
opposition of the Hong Kong government. He would need PAPER
be convinced that such a concession would result in some specific benefits to us (eg. over South African attitude to Rhodesia) before he could consider agreeing with the
recommendation.
