I should be grateful for your comments by close of play on Thursday 27 March on the attached draft teleletter to Peking.

We eventually persuaded the DOT that we should not send any briefing on the Maritime Agreement until we have Peking's reaction to the teleletters of 15 March and and had a chance to consider any pointers which might be provided by the visit to Peking by the Governor of Hong Kong.

Discussed with A Thorland, and agreed that we would not object to the dispatch of on these lines, basically in order something to show willing towards the DOT. Arthorland is in any case intending to change "essential" in the second paragraph to "dessable"
