3. The GCBS views do not indicate any alteration to our

immediate objective which is to negotiate an Exchange of

Letters under the ECA but we would welcome your advice on

the best tactics to adopt in order to achieve progress on

both fronts. In particular do you think that the Chinese

night use the maritime agreement (which will inevitably take

longer to conclude even if we can get over the HK problem)

to delay what we want on cargo sharing under the ECA.

4. GCBS were pleased to learn that shipping was listed as

one of the sectors for future cooperation under the ECA.

They therefore suggested that they might seek an early

opportunity to send a party of shipowners to talk to the

Chinese at a technical level, nerhans after further discussions

at official level. There have been such discussions in the

mast. We should welcome your views on this proposal.
