Vessels of either Contracting Party shall be entitled to sail between the
ports of the two Parties open to foreign trade, and to engage in passenger
and cargo services between such ports or between either Party and third
countries.

Vessels flying the national flag of third countries and operated by the
shipping companies of either Contracting Party shall be accorded the same
