previously owned by the villagers have been disposed of. In any case, a fairway past the club's mooring will be maintained. While there may be some temporary effects on the sea water while the reclamation works are in progress, the operation of the yacht club will not cause pollution to the surrounding en- vironment as suggested in (c). As for (d), not all the houses in the village share the same access road as the yacht club. There are others using a separate road. As mentioned in paragraph 4 above, the proposed lease will require the Club to improve the existing road to a safer standard so as to reduce the likelihood of traffic accidents.

It is recommended that the objection should not be upheld for the above-stated reasons.
Objection from Hebe Haven Yacht Club Limited (Annex D)

The Hebe Haven Yacht Club, situated south-west of Ta Ho Tun, objects tentatively to the proposed lease on the grounds that it may interfere with the existing fairway leading to the Hong Kong Marina and this in turn could mean encroach- ment of the fairway into the mooring area of the Hebe Haven Yacht Club.

The Director of Marine advises that as the north- west corner of the proposed leased area will encroach to a small extent into the unofficial fairway leading to the Hong Kong Marina, adjustment of the existing fairway will be required. However, this will in no way affect the area used by the Hebe Haven Yacht Club for laying moorings.

It has been explained to the Club that its mooring area will not be encroached upon but the objection has not yet been withdrawn. It is, therefore, recommended that the objection should be overruled.
Recommendation

It is recommended that the 3 objections referred to in paragraphs 3 to 11 above should not be upheld and that the proposed lease for the area of foreshore and sea bed shown on the plan at Annex A should be granted.
