In July 1971, an application was received from the Shelter Cove Yacht Club Limited, a non-profit making organisation formed in 1964, for the grant by private treaty of a site of 40, 765 m (approximately 438, 800 square feet) to enable re- development and expansion of its facilities at Che Keng Tuk, Pak Sha Wan (Hebe Haven), Sai Kung. The Shelter Cove Yacht Club Limited was subsequently merged into the Royal Hong Kong Yacht Club in 1975. The Club's application having been agreed by the departments concerned and supported by the Council for Recreation and Sport, approval was given by the Secretary for the Environment in June 1977 for the grant of a recreational lease to the Royal Hong Kong Yacht Club at nil premium for 21 years commencing from 26th December 1970. The area to be granted is held in part under two Crown Land Licences issued to the original applicant on which a clubhouse and ancilliary facilities have been erected. The remaining portion of the site will have to be formed by reclamation and an area of sea bed is required for the construction of three piers to accommodate approximately 210 boat berths. The Club is proposing to spend $0.75 million over the next two to three years on development of the facilities which will harmonise with the scenic landscape surrounding the site at Che Keng Tuk.

Notice of the proposed lease to the Royal Hong Kong Yacht Club of approximately 3.32 hectares of foreshore and seabed, shown edged pink on the plan at Annex A, was first gazetted on 14th October 1977 under section 4 of the Foreshores and Sea Bed Ordinance (Chapter 127). During the two-months' statutory period, three objections were received. Copies of the objection letters are at Annexes B to D.
