shelter space in the waters of Hong Kong. This general problem of erosion of typhoon shelter space to accommodate the fishing fleet and vessels during the passage of typhoons is well recognised and it is expected that the completion of the new typhoon shelter at Cheung Chau, which will provide 63 hectares of sheltered area in 1982, will materially ease congestion at the existing shelters.

Recommendation

For the reasons stated in the above paragraphs and accepting that there is a continued need to provide the necessary shipyard facilities to service the fishing fleet based at Aldrich Bay, it is recommended that the objection from the Fishermen's Mutual Aid Association of Hong Kong should not be upheld.

Public Relations

The proposed reprovisioning will certainly be welcomed by the displaced shipyard operators and, notwithstanding the objection from the Fishermen's Mutual Aid Association of Hong Kong, some of the fishermen would appreciate the provision of readily available boat repairing facilities. It is unlikely that the authorisation of the undertaking would be of any interest to the general public.

Advice Sought

Members will be asked to advise, under section 5(3)(a) of the Fore shores and Sea Bed Ordinance (Chapter 127), whether it is expedient that the proposed leases of the areas of foreshores and sea bed coloured pink on the plan at Annex B should be granted.
