Subject to Honourable Members' approval of the recommenda- tion in paragraph 14 above, it is recommended that the objection from Mr Ma Kam-wong should not be upheld and that the proposed undertaking should be authorised to proceed without modification.

The likely public reaction is that those who are not living in the vicinity of the proposed gasholder would have no strong objections but psychological apprehension arising from would-be hazards would nevertheless be inevitable amongst the local residents. Should Honourable Members advise that the site be granted to the Company, low key publicity will be given to the approval in view of the steps already taken to acquaint the people affected of the safety measures taken to minimise the risk of fire and leakage of gas. A general press statement emphasising the safety of the gasholder. will be issued, if necessary, to counter any adverse publicity which may be aroused possibly by some of the local residents.
