To this end it has applied for the regrant of the leases of these two piers with the conditions modified to allow the development and use for these purposes. The Company would wish to redevelop Kowloon Fermanent Pier No 6 for the purpose as soon as approval is given to do so. Kowloon Permanent Pier No 7 would continue to handle cargo ships for the time being.

The provision of these facilities would meet a real and important need in this part of Kowloon, which is rapidly developing into an important commercial centre with a large working population, If there had been no problem of access, there would have been a strong case for tendering the grant of at least one of the piers for this purpose. There is, however, also a need for Government to reserve accommodation for ferry and other services to this part of Kowloon, and it is considered that the opportunity offered by the Company's proposals should be taken to secure proper access to the remaining pier (Kowloon Permanent Pier No 54), which also reverts to Government at the same time and which is considerably larger than Kowloon Permanent Pier No 6 or No 7. The Director of Marine considers that the facilities provided will be adequate for the foreseeable future.

For these reasons, it is proposed that Government should: agree to the, regrant of the pier leases of Kowloon Permanent Piers Nos 6 and 7 for recreational purposes to the Company, subject to a modification of the Company's lot, Kowloon Marine Lot No 11 to provide satisfactory public access for pedestrians and vehicle's, including public omnibuse's and coaches to Kowloon Permanent Pier No 54.gray we be

The piers will be granted for a term of 75 years with a restriction on their alienation although there will be no restrictions on sub-letting of the facilities to be provided. There will be a suitable provision in the Lease to ensure an unimpeded access to, and use of, the facilities by the general public. Appropriate building.covenants will also be imposed, which, in the case of Kowloon Permanent Pier No 7,9 will be deferred to come into operation when the pier is no longer used for the handling of cargo ships: A premium will be charged in respect of both piers which will take into account Government's acquisition of the t right-of-way over Kowloon Marine Lot No 11.

The public recreational facilities proposed will undoubtedly be very popular, particularly with those who live and work in the Tsim Sha Tsui and Yau Ma Tei areas. The scheme will accordingly be announced in conjunction with the Company at an appropriate time, with emphasis being given to the facilities being available to the public at large.
