case it would be unwise to assume that this area will never be reclaimed beyond the existing shore line, and the Company has accepted the proposal of a 21-year lease. This is the period normally permitted for a recreational lease where substantial costs are involved. The estimated cost of the Company's development is $50 m.

The Director of Lands, Survey and Town Planning considers that the commercial advantage deriving from the right to construct the facilities is worth substantially more than the Company's final offer of $10 million. It is, however, certain that if the offer is not accepted, this scheme will not eventuate and the only practicable alternative appears to be the regrant to the Company of the pier for cargo handling purposes.

The news media and the general public are unlikely to be critical of the proposed regrant which will probably be seen as purely a matter between Government and the Company. While mo adverse reaction from the public in general is expected if the proposed grant is approved, the Urban Council may be critical of the provision of what are essentially private recreational facilities. No special publicity is necessary and no special public announcement will be made.

Advice Sought

Members will be asked to advise if Kowloon Permanent Pier No 6 should be regranted to The Hongkong and Kowloon Wharf and Godown Company Limited on the basic terms and conditions in paragraph 16 above to permit redevelopment for recreational and sporting purposes, and subject to the Company granting an easement to permit vehicular access to KPP No 54 during the currency of the lease of the parent lot.
