A 3-storey superstructure will be constructed on the pier to provide a total area of some 8 105 m2 divided into a variety of active and passive recreational pursuits supplemented by eating and drinking outlets. Proposed facilities are as follows:

When all the above facilities are being fully utilised, they will provide for about 700 persons at maximum capacity. The total estimated building cost (excluding regrant premium) is in the order of $50 m.
