Thank you for your letter of 16 July enclosing a copy of one from Councillor Elsie Elliott of Hong Kong.
Mrs Elliott came to London with three representatives of the owners of certain flats and shops in Tsuen Wan in Hong Kong. Their property is in buildings which are due to be demolished to make way for a station and depot for the Mass Transit Railway. Nineteen of the 339 owners involved have refused to accept the compensation they have been offered on the grounds that it is inadequate. Their representatives came here to seek support for their efforts to get a better deal.

Further background is in Hong Kong telegram no 618 to the Hong Kong Government Office, a copy of which is enclosed. As you will see, the problem is very complicated.
Mrs Elliott also approached the Foreign and Commonwealth Secretary and asked for a meeting. The Head of the Hong Kong and General Department saw her and the three flat owners on 13 July and a report has been sent to Hong Kong.
Mrs Elliott and her companions returned to Hong Kong on 16 July so a reply to her letter to the Prime Minister will have to be sent to her there. I enclose a self-explanatory draft.
