Explanatory Memorandum
This Bill amends the principal Ordinance to provide for- (a) the inspection of the railway to ensure its safe operation, the remedying of defects on the requisition of the Chief Secretary, and offences of endangering the safety of the railway (clause 4);
(b) the making of regulations conferring powers for the investigation
of accidents (clause 5).
2. The Bill will not result in any increase in Government staff or expenditure.
