Thirdly, you suggested that there should be a fair and independent Lands Tribunal. The existing Lands Tribunal does appear to meet these criteria. It is presided over by a member of the Judiciary, and its members are drawn from a panel consisting largely of chartered surveyors in private practice, with many years experience of conditions in Hong Kong.

Your final point was that the Hong Kong Government should offer to the owner-occupier flats similar to their present flats for purchase at 1978 prices This is simply not possible under the law, which clearly stipulates the compensation which is payable. And it would be unfair to those who have already accepted compensation if those who have been holding out for better terms were now to be treated differently.

I enclose a note setting out the compensation terms available to those in the Sai Lau Kok buildings whose properties have been resumed.

I am writing in identical terms
