It is almost certain that in answering questions asked in Parliament, the Hong Kong Government quoted compensation in terms of net area, while in attempting to purchase another flat of the same size, the flatowners have to pay for gross area. Gross area is invariably used in all flat purchases and

lettings, including Government public housing. By basing the compensation

per square foot on net area instead of gross area, the Hong Kong authorities

have grossly misled the British Government. It is noticeable that in his

reply to the Member, Mr. Blaker did not state whether the area quoted was gross or net, in which case the gross area would naturally be understood

in this case,

misunderstood.

In order to solve the problem and to increase the credibility of the

British Government, the people of Sai Lau Kok should now be compensated

according to the figures quoted by Mr. Peter Blaker, counted over the gross area, which is the area by which the residents and shopkeepers will have to buy their new flats or shops. In spite of losses at present

chary inflating rates, the people will accept compensation at the rates quoted by Mr. Blaker and maybe the Government can save its face at having

misrepresented the case.
