As to the present case, I am sure most of the Sai Lau Kok people will not agree to the present arrangement and it will be very unwise for me to call upon them to do so. If I do so, they will consider me a double-crosser, The only thing which I can do now is to presuade them to accept Public Housing arrangement and leave their premises before next Wednesday so that MTR works, which are for public benefit, will not be delayed further. In order to make them do so, I most probably have to promise them that I will continue helping them in the compensation issue: I may therefore be required to write a letter to you again declaring on their behalf to the effect that notwithstanding documents which have been or may be signed by them for full settlement or waiver, they reserve their rights to such further compensation as they may be found entitled.

I have however, been requested to talk to you about the two Sai Lau Kok owners who have been charged for assaulting or obstructing police during the Sai Lau Kok incident. would help the negotiation if the charges could be dropped upon further detailed investigation of the incident. I was told that they had never tried to assault the police and it was misunderstanding during the confusion when attempts were made to oust them out of their premises forcibly. The simplest answer to such request is of course that of letting the court decide. However, to subject them to the strain and costs of prosecution in the circumstances may worth a second thought.
Finally, please allow me to stress again the necessity of a full review on the present laws and policies on land resumption generally.
