Re: Sai Lau Kok

I thank you for your letter of the 19th instant, the contents of which I have duly noted.

I am grateful to you for pointing out the various dis- crepancies between facts and information supplied to me by the Sai Lau Kok people especially of the fact that the absentee owners have been properly informed before the reversion day of how and when compensation would be paid to them. However, some of the points as mentioned in my letter to the Governor remain to be true. I therefore cannot conceal my disappointment at the decision that Government would not make any further concession saving and excepting the extension of the two kinds of allowances as mentioned in your letter.

While I appreciate the difficulties Government has encountered in this case, I must say again that the Sai Lau Kok case is a lesson for the future and it has revealed the weakness and unfairness of the existing laws and policies on

land resumption generally. Review and changes are therefore warranted otherwise we may encounter more protests and perhaps

even worse bloodshed incidents in the future. One stitch saves

nine. I am prepared to offer my service in the law and policies
