Letter to all owners of premises in Sai Lau Kok
and to all tenants still living in Sai Lau Kok
Dear Sir/Madam,
The Government has made a full review of all the circumstances relating to the resumption and clearance of the seven multi-storey buildings at Sai Lau Kok. So that there can be no doubt, I am now writing to explain to you Government's position and to give you full details of the compensation to which all owners and tenants of premises in Sai Lau Kok multi-storey buildings are entitled.

You were first informed at the end of January 1978 of the need for the Government to acquire the seven multi-storey buildings at Sai Lau Kok for the construction of the Mass Transit Railway Tsuen Wan Station. Following a series of letters, meetings, and interviews with individual owners and tenants to explain the compensation and rehousing being offered, and after six months' statutory notice, the buildings reverted to the Crown on 12th November 1978, Since then, the great majority of owners and occupants have accepted the compensation and rehousing offered, most premises have been vacated, and three of the buildings are now being demolished. Demolition of the remaining four buildings must start by the end of this month.

Except in those few cases where the owners have refused access to Mass Transit Office and Housing Department staff to value the premises and to interview the occupants for rehousing, all owners and occupants are aware of the amount of compensation being offered and the housing available to them. However, additional compensation for owners has recently been approved, so I will summarise the Government's present offer, including this additional compensation:-
Owner-occupiers of domestic flats.
Open market value of the premises as at the date of reversion (12th November 1978), with interest from the date of reversion to the date of payment.
- Disturbance allowance based on the occupied
floor area of the premises.
