Until your property reverts to the Crown in November 1978, Government has no right of entering your property, except for special circumstances unless by invitation. If you allow my staff to view your property and take measurements where necessary, I should be able to make a provisional offer of the amount of compensation Government is prepared to pay, within two weeks of the date of inspection. As explained in para. 6 above, if you agree to move out when required, you can be paid 50% of the amount offered, with the remaining 50% payable on Government obtaining. vacant possession. There is no commitment to accept the amount. of the offer. The initial payment can be used by you to pay a deposit on alternative premises or to redecorate a flat or shop you may wish to rent. It is "cash in hand" to assist you to find alternative premises if that is your wish.

Some of you may wish to move into Housing Authority flats. The earlier staff of the Housing Department can conduct their enquiries, and this will involve visiting your flat, the earlier they can assess your eligibility and therefore, the earlier an offer of Housing Authority accommodation can be made.

Based on what we have seen on visits to similar properties, I am able to give you an indication of the compensation, which may be paid for your flat/shop. I consider its market value to be in the region of $

In stating this approximate amount, I must emphasise that this in no way constitutes an offer of that amount, and that the final amount may vary,

Only after an inspection will I be in a position to give you a more accurate assessment. The amount stated above is purely an indication, on which I am prepared to negotiate once I have more information. I can only obtain this information by you allowing my staff to view your property in order to establish its faults and merits. I must also have details of any lease you may have given to a tenant in order to determine the extent of your interest and the tenant's interest in the property.

The Government is prepared to assist you as much as it can but, to make this unfortunate but necessary resumption as painless as possible, I do require your co-operation.

If you are in agreement to allowing staff of the Mass Transit Office, P.W.D. to inspect your shop/flat in order to assess the amount of compensation and ex-gratia allowance that can be offered, I should appreciate if you would complete the attached docket and retum it to me. I must emphasise that to allow entry in no way affects your rights and does not commit you in anyway to accepting any offer of compensation.
