11. I have confirmed with Mr. Birch that there is no major significance from ECGD's point of view in the contracts and loan agreement being signed before the end of March; the Order extending cost escalation insurance was passed in February. (The dates are of course important to Balfour Beatty, who are not being paid until the contract is signed.)
12 It is becoming evident that the 400 KV switchgear for the first substation will in fact go to a Japanese manufacturer (Mitsubishi). It needs therefore to be established that (1) BEI are content for their staff in Hong Kong to work on Japanese switchgear, and (ii) CLP accept it would be unrealistic for BEI (i.e. UK-based Engineering Services Division, CEGB) to undertake quality assurance and progressing work in Japan.
