Wherever possible surface transport modes would connect

with the MTR and selected stations could be associated

with multi-storey car parks, which should help reduce

incursion of private cars into congestion-prone areas.

62.

The resultant mixture of public transport modes

would require close co-ordination by the authorities

responsible for transport and traffic, and detailed

supervision over routes and fares would be necessary in

order to make optimum use of the MTR and the inter-locking

system of surface modes of transport.

The Railway would thus make it possible for

priorities in the use of limited road space to be

established, thereby leading to an improved total mixture

of transport services and the avoidance of unacceptable

congestion. At the same time the improvement in public

transport facilities would make it possible for

restraints on personal transport to be gradually intensified

as the road system came under increasing pressure."
