2. Operation and Maintenace of the Railway
General
2.1.
The Corporation shall operate and
maintain the railway having, at all times, due
regard to the
safety of the railway
and of persons using or employed on the railway.
The Corporation shall not
open any part of the railway for the

2.2. (a)
railway, new
lines, etc.
(i)
public conveyance of passengers; or
(ii)
open any additional line of the railway,
deviation line, station or junction
which forms part of, or is directly
connected with such part of the railway.

until the Chief Inspecting Officer of
Her Majesty's Railway Inspectorate has expressed,
in writing to the Chief Secretary, that, in his
opinion, the same is in all respects safe to be
used for the public conveyance of passengers.
(b)
The
Corporation shall permit the Chief Inspecting
Officer to carry out any inspection, examination
or test he considers necessary for enabling him
of to give his opinion for the purpose paragraph (a)
above.
