1. Design and Construction of the Railway
General
1.1.
In the design and construction of the
railway the Corporation shall have, at all times,
due regard to the
safety of the
railway and of persons using or employed on the
railway.

Electric
power supply
The Corporation shall not operate at
any time upon any part of the railway open for the
public conveyance of passengers any train not
equipped with an automatic continuous brake capable
of being applied by the driver or rail vehicle
operator and self-applying in the event of any
failure in the continuity of its action unless
authorised by the Chief Secretary. The brake shall
be in regular use in daily working and its design
shall be such that it is of a durable character
and easily maintained.
1.3
The Corporation shall make provision for
and, as far as is reasonably practicable, maintain
more than one source of electric power supply to
all parts of the railway
so that, in the

event of the failure of one source, another source
is capable of maintaining a safe and tolerable
