When all the arrangements have been concluded, an appropriate press release will be issued. It is anticipated that the opening of this service will be generally welcomed by the public.

Advice Sought

Members are asked to advise whether :

(a)

(b)

the general proposals for a through passenger train service between Kowloon and Canton outlined in this memorandum should be endorsed;

the General Manager, Railway, should be authorised to conclude the negotiations on the basis of these principles; and

to note

(c)

that, if the outcome of the negotiations require any amendments to be made to the Kowloon-

Canton Railway Ordinance (Chapter 99) or Regula - tions, they will be consulted at a later date.

(The Secretary for the Environment (Mr D. J. C. JONES), the Political Adviser (Dr D, C. WILSON) and the General Manager, Railway (Mr D. M. HOWES) will attend before the Council for the discussion of this item).
