1. The Captain-in-Charge Hong Kong has recently raised the question of surface NPW visits to the port, and the problems which they might pose for the Nuclear Safety Organisation as distinct from submarines. To date we have been unable to trace any previous correspondence with Hong Kong on surface visits or any specific advice that we have offered. I would be grateful however if you could check your records to see whether there was any correspondence on the Foreign Office net. We did get involved when a visit by the German merchant vessel 'OTTOHAHN was mooted in 1976, but this was entirely on the question of liability and related issues.

Although there are no plans for a surface NPW visit to

Hong Kong before 1980 due to the refit programme of the US Pacific Fleet, we would like to be able to send CAPIC Hong Kong some advice on this question as soon as possible, in case the muclear safety scheme has to be amended.
