Your minute of 15 July on Haworth's letter to you of 6 July.
2. I gather that the MOD are now considering submitting to their Ministers the proposal to send a ship to visit the USSR in 1980. This would clearly pre-empt the question of EESD's making such a visit a precondition of a ship visit to China. A visit to China is still apparently a relatively remote eventuality We would therefore prefer not to comment further until the fate of the proposal of a visit to Moscow has become clearer.
