NAVAL VISITS TO CHINA AND THE SOVIET UNION
I have now seen Mr Brooke-Turner's letter to Mr Mallaby of 17 October, suggesting a British naval visit to the Soviet Union in 1980-81.

When we discussed this earlier in the week on the telephone, we agreed that our submission on naval exchanges with China (which we are under pressure to get submitted) would have to take account of this development. Now that the submission will have to cover equally visits to China and the Soviet Union, I think it would more appropriately come from your department (than from FED or EESD). Perhaps Mr Band could therefore comment direct to you? I should be grateful to see the submission again in draft, before it goes up.

Appropriate Ministers attending the talks with Premier Hua should clearly be made aware of the background in advance. I had previously suggested, and understood, that this would be included in the MOD brief for the visit. But I see that it has not been. I have now suggested to DS5 that (subject to discussion with yourselves and the Cabinet Office) it could be covered in an MOD Private Secretary letter to No 10, copied to Private Office here. should be very grateful if you could follow this up.
