1. You asked me to draft a reply to Hong Kong telegram No 1548 in consultation with Mr Samuel. This I have done and a draft is
attached.
2. Mr Samuel suggested that the telegram should be from you to the Governor so that the circumstances under which the remarks were made could be explained paragraph 1 of the draft telegram.
