The Prime Minister has seen the Foreign and Commonwealth Secretary's minute (PM/79/61) of 2 July about the land leases in the new territories of Hong Kong.
The Prime Minister has taken note of the further action which Lord Carrington proposes to take in this matter.
I am sending copies of this letter to the Private Secretaries to the other members of OD, to Bill Beckett (Law Officers' Depart- ment) and Martin Vile (Cabinet Office).
