Because of the Secretary of State's instruction that the Ambassador himself should speak to the Chinese on leases, and because of Percy Cradock's imminent departure on leave, it was not possible to prepare a Chinese translation of the speaking note in time to get it to Peking for him to use. I have, however, had a translation made which I will use here as soon as the Directors of NCNA
return and I take action. I enclose a
