NEW TERRITORIES LEASES
1. You asked for advice on what you might say on this subject when you see the Chinese Chargé d'affaires today.
2. Neither the Governor (Hong Kong Telegram No 926) nor Mr Cradock (Peking Telegram No 623) is enthusiastic about follow-up action in London. But Mr Samuel and I see no harm in your letting Mr Chu know that action has been taken in Peking. I attach a short speaking note.
3. You may want to show Mr Chu the speaking note handed over by Mr Cradock in Peking. I attach a copy, together with a copy of a Chinese translation prepared in Hong Kong (this was not ready in time to be used by Mr Cradock but will be handed over when the Political Adviser takes action). It would be best, in view of the reservations expressed by the Governor and Mr Cradock if you did not give Mr Chu either of these documents.
