NEW TERRITORIES LEASES
With my letter of 6 July I enclosed a translation of a speaking note which I intend to use with the NCNA here once the Directors return from Peking. I have since had some minor, largely stylistic, changes made to the translation. revised text is enclosed.

As of writing there is still no definite news of when the Directors will return, although the NCNA think that one or other might return on 16 or 17 July. This is awkward as it coincides with the departure of both the Governor and myself for London and Geneva. I will of course let you know by telegram as soon as we have an opportunity of taking action here.
